Lorena Guillen, owner of Blue Oak RV Park in Kerr County, the area hardest hit, described witnessing a heart-wrenching scene where a father, identified as John Burges from Liberty, Texas, clung desperately to his children while trying to avoid rescuers. Despite their efforts to help, the father and his babies were swept away by the flood.
Guillen, who had also been staying in the RV park with her family for the Fourth of July weekend, recalled hearing agonizing screams throughout the night as cabins from the park were torn from their foundations and smashed against trees. She described running to the water’s edge, where the flood had risen by 10 feet, engulfing the first level of RVs. A family of five was stranded, and their RV began floating away in the pitch-black darkness.
